Yep - it's Bug Boy - a horror manga by the master of the genre, Hideshi Hino. I got it @ the SD Comic Con a few years back. I was so stoked coz Hideshi Hino was there & signed the bag (he wouldn't sign the figure itself! The vibe I got was that he didn't wanna mess up the figure by writing on it - How modest!). Plus - I've never seen it offered anywhere before then or since. There are English reprints of many many Hideshi Hino manga. They are totally sick!

Google/Amazon that shit! Totally worth your time!

This is a picture of me lovingly cradling Chompers at 7-11.

You can see from this picture that he must be one of my favorite toys as I take him everywhere with me (and how many toys of his size can you really say that about?)
