Fanclub open for applicants?

can anyone translate the fanclub popup on the secret base site right now? I'm assuming it's JP only but was just curious.

 

this is nuts that they are allowing new members. for the last two years they have had a closed member ship. There must be a new level of fan club. I think right now there is 3 levels of fan club based on your spending.

 

Can we join that from the US?

I guess we are kind of lucky here, cos thanks to S7, SPan and TT, we seem to be able to score FC at retail! A big advantage over our Japanese firiends.
