Obviously a facade in hopes of a lesser penalty. You don't sell fucking endangered whale meat, and then legitimately have a change of heart, self impose your punishment, and "make a "substantial contribution" to whale preservation or endangered species groups". That's some bullshit. A fine and/or jail time is only temporary... they should permanently revoke the food issuing license of all those involved.
