If a toy came to me with a bag and a header I probably still have both.
I came to the hobby through a lifelong love of tokusatsus, so when I first started collecting sofubi in earnest, like many collectors before and since, the first maker that really caught my dollar was M1Go. As just about all of their stuff came in a bag printed with pleasing toy-specific red text I got in the habit early on of rolling the header in the bag and saving both. It's gotten to the point where I can often tell what maker a loose bag came from: Bear Model bags are crinkly with a hard crease at the edges; Marmit VP bags are wrinkly and too big for their britches, etc.
How methodical I am with labeling and organizing these treasures goes in phases, but as a general habit I've just kept the roll and save method going for all my spoils. On the rare occasions that I've resold something the buyers have tended to appreciate the toys being "complete," and I have to admit that I enjoy being able to go back and match the toys to their former tombs.
When picking up stuff at this point I really don't mind if it comes loose - the bags aren't that important to me and I certainly don't need 30 of the same header for my own purposes - but it's always a little nicer if a toy comes with. It's interesting to me to find evidence of how the owner before me kept track of packaging - post-it, torn piece of paper, light pencil inside the header and so on, it's all good.

I neurotically fold back the staples and take off the header keeping the staples in it, and then fold them back onto the header..slip the header in the bag then fold the bag up around it and place it in a larger bag with the rest of my bags/headers. then i seal the larger bag and press all the air out so it gets the bags inside nice and flat. can't believe i just typed that out, but its really what i do. I dont even care about bags and headers, but im neurotic about keeping my stuff organized.
