Nah.
There's no hole in the bottom of the head. It's just sitting on the neck of a headless Flesh Bigaro. That would be sweet if it did fit though.

I'm thinking that it's a bandai semi-mini sort of thing. It was part of a whole group in same scale, with softer vinyl.
I sold the ones that I had (damn), but I sure didn't get 'em for a nickel! Nice score!

Found these old sci-fi vehicles made by Matchbox/Lesney in the 70s. Hefty bit of metal in these, and only $5 a piece. They each came with a few army men-ish figures. Some were broken.

He was part of a group that was sold by Archie McPhee (and probably others) in the '80s. This one looks like an Agira from Ultraman knock-off. The MechaGodzilla rip-off from the set was kind of cool.

WOW    these are awesome - totally forgot i had few of those as a child
& was very impressed by yellowbrown color of clear plastic cockpits
looking great together with military green cars and then super heavy quality.
there must also be a bigger vehicle with very cool shoot-out-mechanism of a smaller integrated car! :D

Found in a dollar store a few months ago. It rolls, has lights and music. Seems the staff and head are supposed to move but alas.
