They sell plastic BBs at sporting good stores. I even found some at Kmart. You can buy tinsel anywhere that sells gift supplys, craft stores sells the best tincel though.

If you look carefully at the photos, it appears that there is a large articulating joint between the head and the lower body of the piece. I am sure you could pop it apart at that joint to fill it with BBs, peanut butter, pickles and cream cheese, etc.
