When turning in the form, do you have to drop it off at the store or could you just mail it? I have a buddy in Japan who is willing to sign up for me.

No deadline to sign up because I could do it in the last year though I don't know they can accept it from international.

I think those who did it after April 15 will not be able to get the special item and (maybe) miss the first bulletin and FC order sheet.
