That is Shugaron from Ultraman Jack (aka, Return of Ultraman). There is a neat Bullmark toy of this guy with a magnetic hand, which can be used to hold a little metal car: http://www.clubtokyo.org/listings/itemListingRpt.php?catID=1&subCatID=12&contentID=1380 Bonus fact: the two bulb-headed Monster Parade figures from the Ichibanboshi sets were painted to mimic the coloration of the Bullmark red standard and yellow magnet-car versions of Shugaron. |

The Bullmark version fetched upwards of 400 USD in a recent YJA. I used to have that Bandai version, and you are right...very Le Merde...except I thought it looked more like a relative of Malignus Youth. |
