That's Neo-Hedoron, from Specterman:  It's a 2008 toy by BearModel, but the pictured release is from 2011 and was released by Medicom as part of their Project 1/6. http://www.medicomtoy.co.jp/prod/dt/16/84/5067.html The OG's not too bad looking either:
