I picked this guy up about 10 years ago at a swap meet in Daly City. I've always been curious as to who is he, who made it, etc. Anyone have any ideas?

The top line says "Nissin Foods," and the bottom is "Chibikko," which is the name of the character. Googled it, and this was the mascot of Nissin's Chicken Ramen product from 1965 through 1991.
