its a cashaan or cashern, depending on how you want to spell it, bad guy. it came in a blister card with two other figures. |

 the vinyl with the big c on the chest is cashern. his bad ass enemy is black king and hes to the left. i would have to agree with you COOP, and welcome to the vintage section. |

I thought it might have come from a Gekko Kamen suitcase play set. But I'm not sure. I do remember seeing this play set, and it came with this figure, Gekko on a motorcyle and a dart gun. Edit: Condorman playset!

that dude is from condorman. it came in a set packed with that other weird blue guy with extra arms coming out of his head, maybe also by itself. |

I think this guy and the arms out of the head kaiju from condorman were only available on the carded set. I have not seen them bagged as individuals, but I also have not looked as deeply as I could for them.... |
