Not sure on which guy this is (i.e. name) but he is actually from Denjin Zaboga, one of the Dinosaur Corps members. It could be 'Stamper' (スタンパー) but no guarantees on that. There is another similar one named Nogira; I am not sure if this is an iteration/rebuild maybe of the same villain (the one with the two 'saw' arms).  EDIT: Yep, Stamper it is. He was in Episode 46: Machine, The Torikaese Bach!.
