It's just a live trace done in Adobe Illustrator.

Heh! I used to try to PAINT like that back in what seems like a previous life now -
- painting or inking over photographs from magazines etc.
Now computers can do it for me!

Isn't technology wonderful !?

Really all it is, is a click of a button. Of course the software package sets you back over a grand. Here's an example I just made in literally half a minute It traces pixel clusters into vector shapes. I mainly see it used on small photos so they can be scaled to any size without looking pixelated. It is kind of sad, people used to do labor intensive artwork to get this type of look, now it's done in a matter of seconds.

i use live trace for the basis for alot of my illustratrations, but it involves hours of tweaking after the fact, getting rid of and adding extra points and stuff lines.

it is a great tool.
