Just got a Greenmons in the mail today, bought it thanks this pic i saw from ultrakaiju:

So, this is my guy:

It was sealed in the bag, couldn't wait to open him up and put in my detolf but when i took him out of the bag, i was a little concerned because i noticed that it was very oily, and the painted areas were very sticky, so my question is, can i clean him up? Should i try to do so? If so, what can i use to do it without messing up the paint?

Also, does the header say when was it released?

What's the meaning of what's printed in the round sticker?

The header does not seem to have release information.

The circular sticker is the mark from Tsuburaya Productions to show that it is a licensed product.

Club Tokyo shows that it is probably a 1999 release.

Thanks guys, for some reason thought maybe the sticker meant something else, and on the header i can only identify 990 as a number not sure if it was for 1990 or 1999

I think you can clean it with some soap and a little bit of water with a sponge. You can remove the excess soap with a damp cloth.

^ What Roger said. I have said many times now folks should open toys, if only for this very reason. Many, many of the toys in Japan that have been sealed up in bags like this, have been sitting there for 10-15 years remember. The 'stickiness' is one of the things that arises from this incubation, just like the rubber band melting. While it is nice to be able to receive a toy still sealed in the package, in a lot of cases, it is not actually better. Just sayin'. I use a gentle dishsoap on my toys and it gets the job done.
