Sorry to disappoint you guys, but it's actually a Pachinko Parlor
somewhere on the southern edge of Koenji, up the road a ways from Ichibanboshi
(sofubi shop).

I tried playing Pachinko once.
I was pretty hot on the old Pinball tables in my youth & so I thought I'd give it a go.
Lost 3000yen in somewhat less than a minute I reckon.
