It has a Tsuburaya Productions mark on it, if that helps. I could read the name of the character on the foot if it was photographed at an angle. The black marks make it difficult to see. Sure this is a bootleg?

Here's your answer... That's a figure of "Jumbo X" the "test" version of a superhero that had a limited-run manga in the Shogakukan children's monthlies. The character was later retooled and became the more familiar "Jumborg Ace."

The artist was Mamoru Uchiyama (my favorite Ultraman mangaka), Uchiyama is still busy today, and recently illustrated the Ultraman Mebius manga for Shogakukan. The figure was produced by Bullmark ('natch).
