i don't know in the U.S....
But, I think the release information at "http://www.pusfan.com/ " was the earliest.

 

Yes they were released in Japan through online orders only, but SOLD OUT in SECONDS

I'm not sure how many of the 150 were actually available through the online order, but I don't think it could have been too many

 

Sheesh. I guess I'll just get raped by the aftermarket.
