Toy Identification

When I was in 4th grade, I saw a social worker. At some point, she went to Paris, and brought back this toy, along with a second one that was later chewed up by my dog. It's not so obvious with the surviving figure, but this is actually supposed to be a very colorful gargoyle.

Does anyone have any information about this figure? Any would be very appreciated.

 

Wow thats pretty sweet paint job. How long ago was this and what is it made out of?

 

Probably ten years ago at this point. I'm not sure what's made out of.

 

If it's from France..I'm sure ScaryAndy will know. He loves all things French.

 

I just got back from Japan and have three toys I'd like to ID but no luck.
