That is Cloudinus. Figure by Marcel Dzama. Sold by CerealArt. Here is the whole set ("The Monsters of Winnipeg Folklore" (stock photo):

They do come in vintage Star Wars-style packaging.
Something about the bodies on those, though, they remind me of some cruddy vintage figure line that was copied, perhaps. Starcom, or Star Raiders, maybe?

They are kind of weirdly made. But they fit right in at the cottage with old toys and odds and ends.

Here a couple of pics I found at the "Starwars Collectors Archive" of how these figures come packaged (mine are up north).
Also a blurb about the bodies and heads from the same place:
"Uzama Tree Man
This carded action figure is a parody of the vintage Kenner Star Wars action figure line made by artist, Marcel Dzama in a limited series under the Cereal Art brand. The figure is based on a common body mold and paint scheme similar to a Blue Snaggletooth figure, but with a custom head.
There are six figures in the entire series: Uzama, Sea Snake Man (based on Greedo), Cloudinus, Evil Ugolinor (based on Darth Vader), Tree Man (based on Blue Snaggletooth), and Xenophaner, based on a series of characters in the Monsters of Winnipeg Folklore series."

Three Cheers for Winnipeg! Cold as hell in the winter but it's still home to me!
Nice figures but better art. I actually went to school with Marcel and am always happy to hear how well he's done. A true success story.

Those Uzama figures contain a ton of tributes to vintage Star Wars lore. The figures' names (such as Tree Man) and packaging designs' campy background graphics and photos are a nod to UZAY bootlegs from Turkey. Also Tree Man bears a very close resemblance to the Sears Blue Snaggletooth, one of the rarest of the vintage production figures, etc etc. Very neat set.
