It's a Robotaku figure. I've got a few myself. A fun toy line.
There's a Robotaku cat dude figure in So Crazy Japanese Toys. I've had a hard time digging up much info on the toys though.

By the way, al alternative spelling is Robotack. I've seen it go by both names. I have this guy, among a few others. Not my shot just found it online. The arms and legs telescope out and they transform to from their animal shapes into more humanoid robots.

yeah, i just aquired this as an added bonus involved in a massive action figure trade with some dude on another toy board. he didn't have any info on it either, but i liked it enough to throw a few more figures into the trade...
