it is part of the marmit cryptozoology set.
there is a full color set as well as a glow set.
they were gashapon released figures from what I understand.
I got the glow and full color sets on yja a couple of months ago.

That particular finger puppet was given away with copies of Hyper Hobby a while ago. It's pretty easy to get.

Marmit: マーミット
Flatwoods Monster: フラットウッズ モンスター
"UMA" (Unidentified Monstrous Animal) is useful, too. Just doing a search on "Flatwoods" gives you a bunch of the Marmit Hyper Hobby pack-ins:
