Does anyone have information on this figure? Has it been released?
If so, when and where?

This is a regular release and you should be able to pick them up cheap.

The mini zag is a premium distributed by the person who wins a prize (1st or 3rd) in the Zag rakugaki contest.

At first, the premium was baketu unpainted mini zag schedule.
However, because unpainted zag was going to be sold in the shop (It is being sold now), the premium became the one that had been sprayed on baketu.
