How are they distributed? It sounds like they come out occasionally, but are they released in Japan only?

I think they were released at the same time as the bronze Pushead Companion, during World Character Convention 21.

I was stoked to see all the color variations in the Super7 article. The green and purple one is crazy!
But I bet sooner or later one will pop up on yahooJP, unfortunately it'll probably go for big bucks...
