Don't think it is a Rumble Monster release Geo. Can't say who actually puts it out, but Ramos had some pics recently in the show your stuff forum.
The same company puts out those tennis balls on legs as well I think.

There is 3 versions of this guy - GID with blue spray, Blue/Yellow with yellow eyes and Blue/Yellow with Red eyes.

Yo Geo,
The Heater figures are from the Patch-Mon series and are made by Empire. The GID version has a flashing red and blue light inside. They are very Kool.

I don't believe that there is any "Patch Mon" series. (This is used as a search term related to the event "Patchworked Monster Summit.") Any toy released at these events will typically have this term used in the title during auctions, etc. Often even toys not from the event will include this term because it is a good auction pointer to make your item get lots of hits. On the header it looks like it simply says, "Kaiju Series."
A portion of the name on the card is "Emupai-Ya" in Japanese, but this doesn't indicate the English term "Empire." It literally means "Emupai Store."
Although I can't see a factory name readily visible on the card, the overall design of the header makes me suspect that either Marmit, or Inazuma-Go might have something to do with the production of these toys.
When Katsumi listed a bunch of toys from this series on Ebay, I think he used the "Empire" transliteration just to have something that we could say, pronounce and attribute meaning to...
