One of the longest running manga in Japan, I think it started in the 70's and is still going, I think. A few years back it got a big push with an animated series and a butt load of toys were released. Dont see a picture in your post but if these are the figures I am thinking of they have amazing posability and there was a series of them. Used to be expensive but I think they can be had somewhat cheap these days.

These guys were cool, they had so many points of articulation. There were a few versions: SWAT, navy pilot, police, etc. But they came out about 8 or 9 years ago, and aren't that easy to find these days. I think maybe Bandai made them.

The ones in the picture were in fact from Bandai. They did SWAT, Police, Sushi Chef, Pilot and possibly one or two others. They were super articulated and really great toys. Medicom did one called G.I. Ryo which was a very rare piece and I was told when I picked one up five or so years ago the run might have been as low as 20 pieces. I dont know if it was a convention piece, a lottery piece or just a licensing thing but it's still tough to find. If I can find the box mine is burried in Ill take some pics this week. I was way into Medicom 12'' for far too many years and dropped way too much money on some of the rarer pieces. (Soccer coaches, Horse jockeys, RYO, BAPE sets, some conveniance store mascott.) Thank god now I just buy what I like and stopped being a completist.
There are pictures of the GI RYO in the first Medicom Toy Book that was released as well.
