Looks like bullmark on the one foot. Can't read the other characters. Nice little mini; a little over 5 inches. Doesn't have a belt, just these silver-fanged bikinis and the mecha face along with the red rocket moobs are throwing me.

The middle word in the first foot pic says 'Thornback'

Maybe that helps? I'm sure someone knows what it is.

The first back pic has the name of the production companies associated with whichever series the character is from. From top to bottom, this is what I believe they are:

永和企業 [Eiwa Kigyou?]
エイケン [Eiken]
東_エージェンシー [To_ Agency] Think it is Toho Agency, but cannot make out the second character.

The right foot says "Bullmark" and "JAPAN."

Hmm... I'm still stumped.

Looks like a Diapolon baddie to me. Eiken Studios made the anime and I THINK Toei was the distributor (hence "Toei Agency"). Not sure what Eiwa did, but I have seen their name on other Bullmark packaging.

Wow. You guys are really something. Great episode too! As an added bonus, now I know why evil henchmen have rocket moobs. It's to protect themselves from enormous, heroic Japanese football mecha. So simple and sensible, now that I know.

He's definitely from Diapolon. I thought I had a picture of that guy as part of a carded set, but I can't seem to find it. I did find some shots of some other incarnations however:
