That guy does it with Western vinyl too. Much higher prices than other resellers ask.
Not sure what can be done besides refusing to buy from these gougers. Their flipping is over the top but it's not against eBay rules. Pavlovian reinforcement LOL. Bid when they're being reasonable, ignore them when they're not.
