The ganguro or, at their extreme, yamanba girls ( http://en.wikipedia.org/wiki/Ganguro ) have all but disappeared however. I think they grew up into kogals? Saddest of all (I think) LOOSE SOCKS seem to have gone out of fashion.  "Fruits" is an awesome magazine. You can look at really old copies, and they still seem fresh.
