I've tried to get my request in exactly at the start time in the past, only to recieve a "you lost in a lottery " message later. It seems like they give a window that you can send your request in during, and then later hold the lottery(however that works?). I guess it makes it more fair. It's not just down to who has a faster connection. Good luck to those who tried!
