So I'm asking for any help if anyone knows.
Does anyone know who the maker is and when this came out?

there is a garuban in this series at well, like a head nodder i thnk. you can see it with the wrong head on the side of that photo. i passed on one in japan and regret it! there may be some other captain ultra guys as well.

not sure who made it though, maybe masudaya or modern toys?

the photo you have posted is brilliant - i love the look of this doll and the colors are beautiful! the picture from the book doesn't do it justice.
