havent tried because i don't have one handy, but it might work. I think that the head is what makes it tilt backwards combined with tiny feet

3M makes a really thin, almost Gel like double sided tape that can be cut to size... it's what I used to keep my Frosty standing

Ive got a set of Camille rose garcia figures that are so top heavy, Ive tried everything. the 3m strips work on most things, but still won't work on those.

Try Loctite mounting putty. It works great. Doesn't leave any sticky residue and doesn't dry out.
