You are right, Kiyoka and Naoyo sculpt and paint but production of the actual metal molds and pulling of the vinyl are done by other "factories" like Obitsu and others.

Otherwise it will say "Super7 x Gargamel" or "Super7 x SecretBase". Super7's relation to Gargamel is that Kiyoka sculpts the toys. Super7 has used several Japanese factories including Obitsu.
