He's in the MOTU scale, part of a booty line called Ninja Assassins / Ninja Defenders.
Assassins were the bad guys, one's a bug, one's a wolf, this guy has a skull head...
Defenders are humanoid and not nearly as cool.
Found him in an antique mall in Washington state somewhere along the I-5 driving back from seeing Mastodon in Seattle.

they are actually quite a bit taller than motu scale.

here are the ones i have in the way back ground of this pic. the orange coat dude right in front is standing on the same riser as the ninja assassins/defenders. i display my assassins without the hood masks, because they are monsters and their heads look super cool (as kaijuphotobooth also stated). the figure on each side of the huddle is a ninja defender.
yep, hard to find these guys with their masks/hoods, also, crossbows tend to have the tips broken off and most of the weapons end up being lost because this was one of those lines that were packaged with more weps than they can carry.
i have a hood/mask and coat with belt for defender mentor if anyone wants it. i have no desire to get more defenders, so i would happily help out whoever wants that hunt.

yep. skull force. there were red paint vein faces and neon green paint vein faces. knockoff line utilizing the motu-style body. i believe these were distributed via wal-mart. this guys packaged weapon was a billy club and a samurai sword (actually, it was a bland gray version of ninjor's sword). great line! and yes, they had the bendy versions. but they weren't called "skull force bend-ems" or anything. the bendy and non-bendy action figures were part of the same sereies. amazing!

nice find! yeah, most of the 1987 figure assortment ranks up there as my favorites. but i think a good chunk of that series gets more attention then it deserves because it is deemed "rare." blast attak belongs in a tmnt line, and the 2 spinner figs are cool, but totally not worth the cash sellers are asking!

but yeah, that video is pretty fun. the sweet thing is, castle grayskullman was the fan-made pick by Mattel to be made into an actual figure. you can check it out at http://www.castlegrayskullman.com
