It's a tiny detail whose absence we wouldn't notice, but has the potential to inspire a spontaneous backstory. Or, if you were a little kid, actually playing with the figure  - it could inspire a little bit of narrative story telling and action. Best example of a classic run of toys that had "narrative inspiration" nailed down was the original TMNT series. Every character, but especially the villains, were detailed with extravagant bits and bobs.
