It's actually Hayata's beta capsule, not an eye
The toy combines two plot points from the Gomora episodes, The Prince of Monsters, (aka Monster Majesty)parts 1&2. In them Hayata looses his beta capsule for a time and a little boy finds it, and later on Ultraman is instrumental in the ripping off of Gomora's tail tip. Poor Gomora!

Funny part is that at no point is the capsule actually affixed to the tail, Our Man Buta was just combining fun parts of a great two-parter!

You can stream them - episodes 26 and 27 - on Hulu, and I'm sure they're YouTubeable, too.
