I am pretty sure the paper texture is a layer that is underneath the letters. The wrinkles in the paper do not carry through into the letters themselves (although there are tricks in Photoshop to do that effect). You can also see that the wrinkles have been copied and "flipped" and pasted on the opposite side of the image (if you look just under the "S" you can see where the 2 pieces of the background join together.
To me, the letters look like they were hand drawn, scanned and then colored in a computer photo-editing program, i.e. Photoshop.
