 full size dragamel says hi I haven't seen these posted so here is mine that arrived today.
The neck is very fun to pose (as is the rest of him), but you can only really take off one of the balls, and then he looks pretty stupid. So personally I'd say that no, you can't make the neck shorter.
(and now I'll wait for somebody to make the obvious joke about the tail.

Haha -- He's just chillin' there on his desk chair, stopping to wave hello to everyone. Very cool. I personally don't like the silver one (or any unpainted vinyl, for that matter), but I love the sculpt and wouldn't turn away the blue one if he turned up on my doorstep.

They look great together. I really regret not picking up one of the minis when it was first released.
Gargamel's metallic flake vinyl is really cool. Totally underwhelming until you have it up close.
