Marmit has had Lucky Bags. They never come with header cards.

They have also released single figures without header cards - but rarely. These would have been very very short production run figures (like a lottery prize figure, say 5 or fewer). They would be in a clear plastic bag, held closed with either a twist-tie or tape.

I remember those clear blue figures. Jeeze, that was ages ago. I never know what the deal was with those but they were hard to come by then.

Most of the clear blue figures were just show exclusives, not lottery prizes, and definitely not samples. See this thread for an earlier discussion about this.
