 Are these twins? SDCC '07 Zag and Trashout 3rd Anniv?

Isn't this the exact same figure as was released at SDCC?

You can have a buddy in Japan pick it up for you, pay Celga (or some other intermediary) to purchase it from the webstore, or wait for the items to show up on the secondary market.
I don't think international customers can purchase direct from Gargamel yet.
