Ah, that's the Vinyl Treasure Appraisal Catalog, a price guide to vintage vinyls that was put together by Yuji Nishimura who runs M1GO. I believe that's the second edition, which has a few extra pages of Toho vinyls that the first edition didn't cover. There aren't actually any M1GO vinyls in it that I recall, everything is old stuff. It's a great book, though, and 1700 is a great price!
Yuji also did one that covers Popy Chogokin that's really excellent.

Is this book hard to come by? Or are they relatively plentiful just expensive? Not looking for resale value or anything, but more so that if I'm not feeling the book and theres a vintage hunter out there who is dying for it, I may re release it to the Skullbrain wilds. I can barely afford new kaiju let alone vintage... but who knows maybe I will catch the vintage bug too

It's not impossible to get, but it's not exactly common, and prices for it (as you've seen) fluctuate. I saw one for sale at Mandarake last week that was priced in the 4,000 range.
