I don't think Frank could be in this photo ... it's only 7 years old.
I'll also go with the kid in the lower left - has to be on the far side of teacher to prevent beatings even during the photo itself.
That bacon-collector in the back row is a recognizable celebrity, though. That's Eric Cartman.
