In most cases I would agree - but this is just a small amount of cloth to accent one of the dopest sculpts ever realized in vinyl.

I always thought the scarf was a nod to the original Kamen Rider costume. No?
I guess there is a more general history of scarf-wearing in Japanese tokusatsu shows (and anime).
