Actually Kaiyodo who puts on the show does the legwork to get licenses for the dealers - its part of the package. This why Wonderfestival is the most amazingly cool toy show on the planet.

Mori of course holds all the licenses for his own characters - you could almost see someone asking Mori to do a garage kit or action figure or some other way out there version of one of his characters - and he could grant a one-day license for Wonfest - that would be awesome... technically he has granted licenses for specific projects to Kozik for the 3 foot project & l'amour's paint set and me for the RHND t-shirt. we all have restrictions about how and where we sell these pieces.
Gargamel on the other hand - in theory at least - while holding the creative liscence for their depictions of certain characters - ie the sculpts - but the core rights to many of their characters are from the grey Patchi zone... thats why everyone and their mother can do their own versions of the Zag...
