Joe, I beat Classic Mode like 10 times and I still haven't gotten Jigglypuff, what the fuck is going on?

Spent a long time trying to get Jigglypuff and he won't show up.
I also did Event #20 and nope.

Alright, after some researching, it looks like the NA version is different than JP.
I believe the only way to get Jigglypuff is to finish SSE or complete 450 matches.
Completing SSE gives a lot.
