I liked Orange, Now I Got Worry, and Acme - everything I heard after Acme was pretty lame. Admittedly I stopped listening to anything that came out after Plastic Fang, but I just assumed that it would be lame. Have not heard Heavy Trash - are they different enough from JSBX to be worth listening to?

Lets ask this question: Who hasnt lost it? because I think that list would be much shorter.
I think Speedo/John reis is one of the most consistant musicians to date. More controversial is this: I think walter schreifels bands have all been at least above average if not amazing.
Tom waits? Jeff tweedy?
does this has to be bands/musicians that continue to release NEW music? otherwise a band like DRI still killed it up until a few years ago.

Jon Spencer Blues Explosion (1992) Extra Width (1993) Orange (1994) Now I Got Worry (1996) ACME (1998) Plastic Fang (2002) Damage (2004, as Blues Explosion, featuring vocals from Martina Topley-Bird and Chuck D and production by Steve Jordan, Jay Braun, Dan the Automator, David Holmes & DJ Shadow) All are good albums, Orange is my favorite. Plastic Fang and Damage are some of their lesser work, but still better then most of the stuff that's out there. Heavy Trash is more rockabilly then JSBX. They have released 2 albums and both are good. They are awesome live!!! http://www.heavytrash.net/

Bowie still has it when he has it. The Glass Spider/ Laberynth period was awful, as was Tin Machine & the drek he churned out when he tried to be Trent Renzor. I saw him with NIN then. It was sad - he must have been feeling old and just tried to plug into another persona that had little to do with him. Some of his last few albums have had some good cuts, but nothing as innovative as the old Bowie personas (Ziggy, thin white duke, coked out buddy w/ Fripp & Eno).

That album was so perfect I didnt want to ruin it with any bad songs afterwards. As far as lost it, I'd agree with Red Hot Chili Peppers. I'd also and say Green Day as well. they were a lot of fun live (mostly because they were trashed all of the time), but now it's just power ballads and garbage.

Manowar - I hate to say it but there is exactly one good song on their newest album. That's about 5 good minutes out of 70, which is a pretty terrible ratio. Granted, they always had some clunkers, but 50% of the new one just sounds like Rhapsody wannabe classic garbage and the other half is all "I am thy friend" butt-buddy stuff. What happened to "wimps and poseurs leave the hall" and "hail and kill"? About half of Warriors of the World was embarrassingly bad, too, but tracks like Hand of Doom and Fight until we Die completely redeemed it. That one good song does prove, however, that if they decided to chuck the "Magic Mountain Mystic Circle Way of the Warrior" instrumental garbage they could instantly go back to being ridiculously awesome.
Guitar Wolf has also officially jumped the shark. After Billy died Seiji and Toru should have just hung up the GW mantle and started a new band. It just doesn't work without Billy (and I don't know if they are even still playing or not...last time I saw them was about a year and a half ago).

Metallica red hot chili peppers KoRn pearl jam (which is hard cause I was a diehard) the rolling stones (not so much as "lost it" as needs to put it to rest) NIN genesis (everything after peter gaberiel left)
bands that haven't lost it:
TOOL
I dunno. its hard to say what else. I've been finding myself listening to more "new" music.
