Then it's a judgement call. I know some are pretty danm obvious, but not all are homeless. There were a ton of moms, grandmoms, and a ton of other mules.

I just don't like how they set up shop around the corner and hand out the ticket and cash to the next person on their list and then they return with the box and change. I'm not joking right around the corner. I'm sure someone could have walked over and did a little shakedown and take the fxxking handful of tickets the guy was holding.

I've been to many a business that has a sign that says they "have the right to refuse service to anyone for any reason". Does this not fly in Japan?

A few of those guys might go from catatonic to really pissed off if they found out they weren't getting paid.

There's enough of them there that it might be best to just move them in and out asap rather than risk a confrontation.
