Yes, it is from the Giant Robo tv show, the evil Emperor Guillotine. Image
The toy itself is from the Marmit Vinyl Paradise line (VP-88 from 1999), won by one of my previous customers.

Nope, I sold him a Bandai Jet Jaguar earlier this year so he has some sort of a kaiju/tokusatsu collection as well. Looks like it was a valid "bidding war" !! The seller is straight up too, I've bought from him ohhh, probably close to 10 times.
