Generally, Chris, when Garamon is presented in green, people cite it as a tribute to the first watercolor rendering Tohl Narita did of the character, with green coloration, after several b&w sketches. Having said that, and despite seeing this particular watercolor mentioned in print again and again over the years… I have still never seen a pic of it. (If anyone has a pic or could point me to one, I’d be VERY much obliged!)

Apparantly Toho are keeping a tight reign on licensing so a painted version is only a possibility at this stage.

That would have made it a much more attractive proposition.

it's too bad they're holding such a tight leash. their movie (and "bonus" footage/material) licensing seems to be quite restrictive to the point of bankruptcy (for licensees), too. at least it isn't a one-day festival license.
